An encrypted IPA file is when an iOS app was not decrypted properly, in which if you try to open an encrypted IPA file, you will be met with an enter Apple ID details prompt that won't let you enter the app, meaning that only the Apple ID that came with the encrypted IPA file can decrypt it.
